I don’t know which is more confusing – the “writer’s” questionable writing skills, or the Sbyke itself, but combining some bicycle bits with a scooter or skateboard is hardly anything new. If you want bicycle handlebars and a decent sized front wheel, get a Kickbike instead. The Sbyke looks like it would have both its speed and handling abilities limited by the use or skateboard wheels and trucks out back.
My prediction is that they’ll be found incorrectly assembled at a WalMart soon enough.
