Let’s hear it for crazy talk!

I don’t know if this guy is serious or not. He’s either way off the mark, or he thinks that cities/politicians won’t get behind cycling unless they can generate some revenue from cyclists. But I’m pretty sure that licensing bikes and cyclists will not encourage more people to choose cycling as an alternative to driving.
